Hundreds of complaints about mould and dampness in rented Glasgow properties have been submitted to the city council this year. 

A report being presented to councillors next week shows that from January 1 until August 28, 2025 there have been 172 service requests over condensation or mould compared to 282 in 2024. 

It also shows there have been 867 service requests for water/rain/dampness this year so far compared to 1340 last year and 101 statutory notices served for dampness during the same time frame in 2025 while there were 169 notices served in 2024. 

The local authority has been working to identify the scale of the problem within the city’s housing stock and improve the current reporting programme to ensure that all complaints are recorded, investigated and the outcomes monitored. 

Procedures are also in place to  make sure that all complaints received by council services regarding dampness, condensation, and mould are referred to Neighbourhoods, Regeneration and Sustainability (NRS) Environmental Health. 

In December 2022, the Scottish Housing Regulator wrote to all Registered Social Landlords (RSLs) to see what procedures were in place to ensure that tenants’ homes were not impacted by mould and dampness and that appropriate systems were in place to identify and deal with reported cases, sufficiently and effectively. 

Last year, officers from NRS, Housing Services and Environmental Health jointly wrote to all of Glasgow’s RSLs to request information on the systems which have been put in place to identify and deal with reported cases of dampness and mould. 

All of the RSLs in Glasgow now have policies/procedures in place for addressing dampness/condensation dampness within their housing stock. 

The report being presented to members next week states: “An updated information leaflet “A Guide to Dampness” is now available on the Glasgow City Council website. 

“Owners and residents are also signposted to the Under One Roof website where they can obtain more in-depth technical information.

“A newsletter was issued to all Private Landlords in Glasgow, in March 2025 highlighting issues with dampness and mould. Private landlords and tenants have both been provided with guidance and advice and contact details for reporting dampness and condensation/mould complaints.”
