A new ten-year plan to guide Glasgow’s regeneration and development ambitions has been unveiled by the city’s local authority.

The city development plan 2 (CPD2) includes proposals to open up land for more than 30,000 new homes to tackle the housing crisis, the creation of economic development areas to deliver jobs and growth, and support for city centre regeneration.

The council’s economy, housing, transport and regeneration committee has green-lighted the plans, but they still need to be approved and will also be the subject of public consultation.

Councillor Ruairi Kelly, convener for development, housing and land use at Glasgow City Council, said CPD2 was “vital for attracting investment and development and support the sectors which are key to Glasgow’s continuing economic growth.”

The plans are a long-term framework for the future use of Glasgow’s land and infrastructure, guiding decisions on where development should and should not happen.

The blueprint includes ’36 areas of change’ across the city, with the aim of making land available for more than 30,000 homes along the River Clyde corridor, north and north-east Glasgow, the reuse of brownfield land for new homes and a River Park along the Clyde.

It comes after the council declared a housing emergency in November 2023, amid mounting pressure on homelessness services.

There are also proposals for town centre regeneration in Drumchapel, Easterhouse, Shawlands and Castlemilk as well as the city centre.

Councillor Kelly said: “The new city development plan is the roadmap for Glasgow’s future, across the next decade and beyond.

“It’s the blueprint for boosting our population, building tens of thousands of new homes, readying Glasgow for new employment opportunities, its status as the heart of Scotland’s only metropolis and continuing our world-leading work on the climate emergency.

“Once this draft is approved by Glasgow City Council, we will be seeking input from communities and developers alike to make sure we have a plan that delivers for everyone in the city and prepares us for the decades to come.”

The council has identified a number of sectors for economic growth, including digital and tech, finance and business services, advanced manufacturing and innovation, space and satellite, life sciences, the creative economy and tourism and higher and further education.

The local authority also says the city’s architectural heritage is protected and promoted by the CDP2’s planning and guidance in relation to listed buildings and conservation areas.

It also encourages the reuse of underused buildings, particularly, in the city centre and aims to tackle the climate and biodiversity crises and child and family poverty.
