Swinney urges chancellor to relax borrowing rules for investment

The First Minister has warned Scotland is falling behind other countries in the amount of money spent on public investment.

John Swinney is urging the chancellor Rachel Reeves to relax the rules and allow more borrowing to fund roads, schools and hospitals.
