Swinney announces more money for councils and the arts

Opposition parties accused the Scottish Government of being out of touch with public opinion

That is how Acting Finance Secretary John Swinney described his tax and spending plans, as MSPs backed his budget for the coming year.

Away from his party’s leadership contest, Mr Swinney announced additional money for councils.
