The Labour Party in Scotland is promising to reverse cuts to the winter fuel payment, if it wins power at Holyrood in 2026.
The UK Government announced in the summer the cash would only be available to those receiving pension credit or other benefits.
That led to the Scottish Government scrapping plans to introduce a universal devolved replacement after funding was cut.
