As the winter fuel payment is cut for some pensioners, Scotland’s finance secretary insists ministers were left with no choice.
Shona Robison says the Scottish Government had hoped a replacement benefit here would be universal.
However, she says it has taken the decision with a heavy heart, after the Chancellor announced the benefit would be means-tested in the rest of the UK.
