Local authorities across Scotland have been warned to learn from weaknesses at Aberdeen City Council that allowed an employee to embezzle more than a million pounds for nearly two decades.
Michael Paterson stole the money through false council tax refunds for 17 years. He was jailed for four years in July.
So far, the council has failed to contact any taxpayers who have been impacted.
