The Scottish Labour leader has accused the SNP government of being economically illiterate as he launched a report aimed at boosting growth.

Anas Sarwar claimed Holyrood has failed to maximise the opportunities of devolution by focusing too much on social policy rather than the economy.

However, the First Minister warned the UK Labour government would punish Scotland’s finances if it raised income tax for the rest of the UK.
