The new Hate Crime Bill came into force at the start of this month.
And in its first week, more than 7,000 complaints were made to Police Scotland– but just 3% classified as a crime.
The force says while they have received a “substantial increase” in complaints, the impact on frontline services has been “minimal”.
The Justice Secretary says the statistics are evidence that the law has been managed well by Police Scotland.
