Unwilling to challenge unacceptable behaviour and a blame culture in the ranks two of the accusations being levelled at Police Scotland in a new report into the organisation.
The findings by His Majesty’s Inspector of Constabulary in Scotland says misconduct is under reported – but concedes the overall culture IS improving.
It comes as figures released to STV News reveal over twelve hundred police officers are deemed non-deployable and can’t be sent to deal with crimes.
