More than 900 business leaders have signed an open letter to the Prime Minister, calling for him to headquarter GB Energy in Aberdeen.
Labour have said they will base the new publicly-owned firm in Scotland, but have yet to decide exactly where.
But other regions, including the Highlands, have stepped in to claim they are the best place for the site.
