Housing bill giving councils rent control powers published

This is a major part of the Bute House Agreement between the Government and the Greens

The Scottish Government has published long awaited legislation which could see the introduction of rent control areas across Scotland.

The Housing Scotland Bill would give local councils the powers to decide how much rent a landlord in the private sector could charge a tenant.

It also sets out how the Government plan to tackle rising homelessness and provide stronger protections from evictions.

It comes as four of Scotland’s local authorities have declared housing emergencies, with others warning they’re on the brink of following suit.

Landlords say the proposed changes could cause further increases for renters and could see many providers selling up, causing yet more problems.
