The Scottish Government has accused UK ministers of being in complete disarray after the chancellor ruled out income tax rises for England and Wales.
Rachel Reeves had signalled she would break a manifesto promise and increase the tax in her budget.
However, she’s abandoned the plan after the economic outlook appeared better than expected.
