Almost a quarter of Scottish councils fear they won't be able to balance the books next year

Council chiefs in the Highlands have warned of service cuts and job losses to bridge a budget gap of more than a hundred-million pounds over three years.

Opposition councillors told them lives could hinge on the decisions they make in the next few months.
