Highland Council’s finance chief has offered an unreserved apology for postponing investment in schools and other services due to a budget crisis.

It’s facing an estimated funding gap of more than £100 million over the next three years.

The SNP-led administration is frustrated about the council tax freeze imposed on local authorities, saying that compounds their problems.
