Farming leaders say they need more support for the sector as they attempt to balance increasing demand for meat products while sheep levels are at a record low.
The demand for Scotch Lamb peaked last year, partly driven by the dwindling number of flocks across Scotland.
It helped prices recover, but the sector says producers are becoming more reliant on imports from abroad.
