The head of the Scottish prison service insists the system is not broken, but agrees wider reform is needed to end chronic overcrowding in jails.
It comes as the third week of emergency measures to tackle overcrowding has seen the early release of 240 prisoners across the country.
More than 500 will leave custody by the end of month. The Scottish Government want to go further and cut longer jail terms by a third with more community supervision.
It’s another proposal that’s prompted concern from victims’ groups.
