The Edinburgh tram inquiry has concluded that a “litany of avoidable failures” led to the controversial project spiralling hundreds of millions over budget, years late and on a route much shorter than originally planned.
A report outlining what went wrong and who was to blame was finally published today – almost a decade after the inquiry was ordered by the Scottish Government.
Lord Hardie has laid much of the blame at the door of a now-defunct company set up by the council to oversee the tram construction.
But he also says that the city council and Scottish ministers “failed to protect the public purse”.
Meanwhile the combined cost of building the city’s trams has surpassed a billion pounds.
