The City of Edinburgh Council will set its budget for the next year on Thursday, with proposals including the increase of council tax by 7% to 10%.
But the local authority is also having to make cutbacks to plug a £30m blackhole.
Teachers and parents of children with additional support needs fear they are likely to be some of the biggest losers.
