Dundee City Council is facing fresh calls to declare a housing emergency – as a charity describes its support services as “inconsistent” and “difficult to navigate”.
Shelter Scotland has issued the local authority an action plan – in which it highlights the city’s response as ‘reactive’, with limited early intervention.
It comes as the city battles the highest spike in homelessness applications per head of population in Scotland.
