There are more than 40,000 long-term empty properties in Scotland – at a time when there is an acute shortage of affordable housing.
Now local authorities could be given powers to double council tax on second homes, to try to redress the balance.
The Scottish Government says the move would “prioritise homes for living in”, as well as fund local services.
