An inquiry into the actions of a neurosurgeon who carried out countless botched operations in Tayside has published its draft framework.
Sam Eljamel was the head of neurosurgery at NHS Tayside until he was suspended in 2013.
A public inquiry was granted last year after a long-running campaign by those he harmed.
