Council tax is set to be frozen in Edinburgh, it comes after councillors agreed on a budget for the year ahead.
But there are concerns measures taken to avoid significant cuts to local services will only be short-term, meaning they are still looming.
Unions worry that without the ability to raise revenue, local authorities are stretched.
