It is a home game for Rangers who are playing at Hampden while renovation work takes place at Ibrox.
Clement’s men will be aiming to bounce back from their midweek disappointment when they crashed out of the Champions League at the qualifying stage with defeat to Dynamo Kyiv.
And he has made five changes from that game with Brazilian forward Danilo starting for the first time this season ahead of Cyriel Dessers and Rabbi Matondo also handed a start.
Rangers, who won the trophy last season, have started with Jack Butland in goals with a back four of James Tavernier, John Souttar, Robin Propper, and Jefte.
Dujon Sterling is in a midfield three beside Mohamed Diomande and Kieron Dowell with Vaclav Cerny and Rabbi Matondo either side of Danilo up top.
The visitors, who are the last side outwith Celtic or Ranger to win the League Cup, start with Rae in goals behind Raymond, Cameron, Sanders, Wright, Neilson, Smith, MacPherson, Carey, Sidibeh, and Kimpioka.
