Anas Sarwar is delivering a speech on the first day of the Scottish Labour conference in Glasgow.
The party leader will take to the stage at the Scottish Event Campus (SEC) just after the UK party won two by-elections in England.
He is expected to say that a Scottish Labour first minister could create 160,000 new NHS appointments funded by closing the non-dom tax loophole.
The decision to close the loophole would lie with the UK Government. Keir Starmer previously committed to scrapping it, which he said would raise £1.5bn.
Scottish Labour said that would amount to £134m for the Scottish Government in Barnett consequentials – which he said would be spent on the NHS.
