The Scottish Liberal Democrats' manifesto sets out an income tax rise to pay for increased spending in education.

According to the party's leader, Willie Rennie, Scotland has slipped down the world rankings in many areas.

He believes the nation must be the "best again" and that is what the party are aiming to do.

In fact, it is even the name of the manifesto - Be the best again.
