Ukip will 'draw a red line' under further devolution to Scotland, the party has pledged in its manifesto launch.

The party's leader Nigel Farage insisted, however, that he accepts the Smith Commission and the fiscal framework. Nevertheless, he "is not a convert to Barnett".

Instead, his party would use the new devolved income tax powers to set a 30p rate on income between £45,300 and £55,000.

The manifesto launch, which included a speech from the party's leader in Scotland David Coburn, set out a wide range of policies including repealing legislation on air guns and drink drive limits.

The party was critical of the SNP's support of the European Union.

Farage said: "I couldn't look at myself in the shaving mirror and call myself a nationalist if I wanted Scotland to be governed from Brussels, it doesn't make any sense."

He continued: "There is only one independence party in British politics, there is only one independence party in Scottish politics. What we are fighting for is to get some voices in Holyrood.

"Ironically we are the only party fighting for Scotland to have more devolved issues, because it is only by leaving the European Union that Holyrood will take control of Scottish fishing and Scottish agriculture, being perhaps the first two clearest examples.

"So we are the independence party in Scotland. If you believe in an independent United Kingdom where Scotland has growing autonomous powers, if you believe in the independence of the individual from an over-wieldy state, then put people like Coburn in Holyrood."

David Coburn also set out his party's opposition to infrequent bin collections by local councils as he does not wish to see Scotland"infested with rats" and be turned "into Cairo".

The party's Scottish leader was also critical of some Scottish ministerial positions.

Coburn said: "We believe Holyrood should also appoint ministers, only ministers, who have direct portfolios. Not all these extra things they are doing [like] diplomacy round the world, all the rest of it.

"It should be for Hollywood ministers. Hollywood ministers should be doing Hollywood jobs, Holyrood jobs rather".

The party are standing 26 candidates in the regional list.
