Police were called to High Street and Burns Begg Street, in Kinross, at around 2.30pm on Sunday after three dogs were attacked by others.
One dog died, and two others were injured and taken to the vet for treatment.
A woman sustained minor injuries when she fell, and was treated at the scene.
Officers remain in attendance and enquiries remain ongoing at this time.
It has been confirmed there is no wider risk to the public.
