Motorists have been warned to be extra careful on the roads as high winds and rain batter the country.
The Scottish Environment Protection Agency (Sepa) issued 23 Flood Warnings and seven Flood Alerts across the county in areas including Tayside, Fife and Central Scotland warning residents to be prepared for flooding.
High winds were also causing significant transport problems on main roads including the M90 southbound between Milnathort and Kinross in Perthshire where a gritter lorry had blown over.
Tayside Police said officers were called out at around 5am on Monday.
A spokesman for the force said the road was closed to allow for a recovery operation. Diversions were in place.
The Tay Road Bridge was also affected by high winds and was closed to HGVs and other high-sided vehicles. The Forth Road Bridge and the Friarton Bridge in Perth and Kinross were also affected by wind.
Flooding was reported on the A9 at Ballinluig and Dalguise in Perthshire as well as in Comrie, where residents were previously evacuated after the Water of Ruchill burst its banks.
Calmac ferry sailings have also been suspended between Fishnish and Lochaline.
Forecasters said showers would turn increasingly to snow on high ground during Monday afternoon and continue overnight and through to the middle of New Years Day.
The heaviest falls are expected on ground above 300m, where 5-10 cm of fresh snow could fall.
Motorists have also been warned to be aware of ice on the roads as temperatures drop.
