Power to ban airguns to be given to MSPs

The move will be a victory for the parents of two-year-old Andrew Morton who was killed by an airgun four years ago.

MSPs are to be given the power to ban airguns in Scotland as part of new plans yet to be unveiled.

Firearm legislation is currently reserved to Westminster, but an agreement has been reached to transfer the authority for weapons to Holyrood.

Scottish Secretary Jim Murphy is expected to announce a transfer of power when he sets out the government response to the Calman Commission review of devolution.

A Scotland Office spokesman said that the UK Government would be setting out its response to Calman "very shortly" and that "air weapons will be dealt with as part of that".

The move has also been called for by the parents of two-year-old Andrew Morton, who died in 2005 after he was hit in the head by an airgun pellet in Easterhouse, Glasgow.

His parents, Sharon McMillan and Andy Morton, have campaigned tirelessly for a change in the law and welcomed the news.

Sharon said: "This is the best Christmas present we ever could have wished for.

"This might not be the end, but I feel we have turned a corner and it's certainly the beginning of the end.

"I feel we are fulfilling the promise to Andrew that we made at his graveside, and that is for a total ban on airguns in Scotland."

A spokesman for Michael Russell, minister for constitution, said: "The Scottish Government published the necessary Parliamentary Orders in the summer to transfer a range of key powers to Holyrood, as recommended by the Calman Commission - including over air weapons.

"These changes should be happening right now, but Labour have refused to support any action until after the next election, which is very disappointing.

"Bringing responsibility for firearms legislation to Holyrood will allow us to create a firearms regime that meets Scotland's needs, concerns and circumstances.

"Unfortunately, Jim Murphy and the Labour Party are trying to kick constitutional progress for Scotland into the long grass."

    No way, this is unacceptable. Next minute they will be banning toy guns, that make a noise and light up. Our rights to own weapons are already appalling never mind introducing the ban of air guns. I don't mean to sound cruel but just because one kid dies doesn't mean a ban should be placed upon said item.

    No way should ths happen,So!as per usual the governing body will make a decision that punishes and criminalises the majority because of the actions of a few irresponsible thugs in the minority.They have already banned hand guns in this country but it has not made them disappear or stopped people from shooting each other. Oh!! lets see if we can ban all kitchen knives ,hammers ,screwdrivers and any other sharp impliments we can think of because they can be used to kill people at random, it's not the gun or the knife that kills it's the thug who weilds it. So lets get real here folks drop the P.C. and get our lives back!!!!!!!!!!!!

    Who will compensate the responsible air gun owners for the loss they will incur if a ban is passed,the cost of which can run into hundreds and sometimes a thousand pounds or more???? The goverment!! I think not!!! Don't ban air guns make them harder to own and purchase raise the legal age of ownership & use.

    Sharon McMillan and Andy Morton are typical of the people in this country that DON'T understand the plight of LEGITIMATE shooters. Pest Controllers and insured and registered target clubs will all be affected if the Scottish Government ban ALL air weapons.

    I bet that the father (looking as though he lives in a rough area) had no objections to airguns BEFORE this incident. I bet he never found anything wrong with them, or even gave them thought. They never do. PArents see nothing wrong with stuff, and only jump when something goes wrong. No call for a ban was heard from them (the parents) BEFORE their kid sadly died. So, for them now, it's a hate crime against ALL people who use airguns. Legitimate or otherwise.

    THESE PEOPLE TICK ME OFF. Howsabout as well if you are reading this Sharon McMillan and Andy Morton, BANNING SMOKING as it kills kids too. Oh yeah, and you may like a wee swally or maybe some dope (by the looks of yous), so get onto the government about banning all that stuff too...

    Stop tarring everyone with the same brush as if we (the shooters) are ALL bad eggs. Yes, some are, but tighteneing the rules and maybe licencing them FIRST, before deciding on an outright ban may be a help and benefit to all.

    Remember Hungerford? Full bore weapons (automatic rifles etc), that killed many. The government set a ban on certain weapons and kids still died years later in Dunblane - so banning did not work then.

    After Dunblane, MORE stricter laws, rules and regulations came into force. But, Reese Jones in Liverpool was shot (accidentally as he got in the line of fire in a gang related shooting) again, by a LIVE and illegal weapon - NOT an air weapon.

    Think about that before you start pumping your stupid and unrealistic ideals down others throats.

    Oh, I forgot - you don't give a stuff about anything else do you. Sod the statistics, just concentrate on the 1% (you) and carry on living in a dream world that all will be fantastic and rosy when they ban air weapons.

    This ban will curtail the enjoyment & pastime of tens of thousands of individuals who lawfully own and safely use an airgun.

    Additionally, the use of airguns generates large revenues for the government in terms of jobs & equipment sales, membership fees, insurance etc. Professional air gunning also educates young people and adults alike in the proper use of firearms so they may safely progress on to more high powered firearms if they wish to do so.

    If this ban goes ahead please can you tell me how these law abiding citizens are going to be compensated for having their legitimate enjoyment taken away in such a dictatorial manner? I alone own approximately £2000 of equipment that will become instantly redundant if the ban comes into force? Say there are 20,000 air rifle shooters in Scotland, in a similar position, then compensation will be running at something like £40 million. Surely this money could be better spent elsewhere? Possibly by stopping the far greater number of injuries caused every night by alcohol & drug misuse, dangerous driving, knives etc. etc. Although I do not expect this will be done, because air gunning is a high profile, politically correct, for the ill informed to scores cheap political points with compared to fixing the much deeper cracks in our society. This proposal in itself is a sad reflection of how twisted the political system has become with politicians trying to claw back the moral high ground after the expense scandals and the like. Hopefully come election time we will be able to draw our own conclusions as to who is trying to do most good for the law abiding citizens & country and those that are in politics for the wrong reasons.

    THE AIR GUN BAN IS JUST FAILED POLITITIONS TRYING TO GAIN POWER,SHAMELESSLY USING PEOPLES EMOTIONAL RESPONCE TO THE DEATH OF A TWO YEAR OLD BOY. I wish DRUG DEALING SHARON McMILLAN mother of murdered toddler Anderw Morton would stop suggesting ,if the half a million legally held air gun in SCOTLAND were destroyed it would have stopped the murder of her son, by ,DRUG ADDICT MARK BONINI. Prehaps the destruction of DRUG DEALERS WOULD STOP THE THOUSANDS OF DEATHS AND MISERY caused to families by drugs each year ,and prevented DRUG CRAZED MARK BONINI from using his air gun recklessly
