Scotland's prisons.
Should jails punish as a means of retribution for the victims of crime? Should penal policy
not rehabilitate as well as punish to cut reoffending rates? A more
basic question the justice system faces is a fundamental one - does
jail work?
For many, it is not liberal enough, with policies being uncomfortably parked between the
concerns of public opinion and criminal justice professionals, between the public's desire for
toughness and the professionals' concerns with what works.
