Parliament's corporate watchdogs say MSPs shouldn't be forced to fork out when representing Holyrood.

MSPs retain right to claim expenses for remembrance wreaths

MSPs will be still allowed to claim expenses for Remembrance Day wreaths, despite moves to block the practice at Westminster.

Members of the Scottish Parliamentary Corporate Body (SPCB) considered the issue following the MPs expenses scandal.

However, the group decided that an MSP who represents Holyrood at a remembrance ceremony should be allowed to claim the cost of a wreath back.

The decision prompted an angry reaction from some veterans, who say politicians should fork out the cash themselves.

Neil Griffiths from the Royal British Legion Scotland said: "It would be fair to ask an MSP to pay for a wreath once a year."

Mr Griffiths said that the wreaths cost about £16 and added: "An MSP ought to buy one considering they are paid way above the average salary. There should be a moral rule of thumb that says they should buy one."

But he said he could understand MSPs claiming some of the costs back if they had to lay wreaths at a number of ceremonies.

Minutes from the SPCB meeting of September 30 revealed that the issue had been discussed.

The minutes stated: "The SPCB agreed that where a Member was representing the Scottish Parliament, payment for the wreath was a legitimate expense and the cost could be claimed through the Members' expenses scheme."

Earlier this year it was revealed that 15 MSPs from Labour, the Liberal Democrats and the SNP, had claimed for the cost of wreaths.

However, an SNP spokeswoman said Nationalist MSPs would not claim for wreaths in future.

She stated: "Parliamentarians lay remembrance wreaths in an official capacity, and it is right and proper that they do so. SNP MSPs will not claim for remembrance wreaths."

And Labour leader Iain Gray said his view was MSPs should pay for wreaths and not claim them on expenses.

He said: "This is matter for individual MSPs to decide, but my personal view is that all of our expenses should be justifiable to our constituents, and that this is something that MSPs should pay for themselves."

A Conservative spokesman said none of the party's MSPs had claimed for wreaths in the past and none would do so in future.
