What Sir Thomas Legg concluded:
On Thursday, Mr Devine was found to have no outstanding issues with his additional costs allowance.
However, a day later, the Crown Prosecution Service decided there was enough evidence to charge Mr Devine over allegations he had falsely claimed cleaning and stationery expenses worth around £8,000.
It is not known whether Sir Thomas looked at these allegations when considering Mr Devine's case, because of the ongoing investigations into Mr Devine's expenses by the CPS.
