An election convener should oversee Scotland’s electoral process to ensure there is no repeat of the fiasco which surrounded the 2007 Scottish Parliament elections.
That is the claim by the Electoral Commission, who has published a new report in light of the recent elections for the European Parliament.
The Commission is calling on both the Scottish and Westminster administrations to speed up the improvements which are needed to avoid a repeat of the debacle.
More than two years have elapsed since the controversial Scottish Parliament elections, which were marred by confusion over the ballot paper.
According to the Commission, some decisions have still to be taken. It says both administrations must quicken the process of change before the 2011 Holyrood and 2012 local government elections.
The report states: "We are concerned that more than two years have passed and final decisions are still to be taken by the UK and Scottish Governments for the permanent structures to be put in place to ensure electoral administrative performance continues to improve in Scotland."
However, the report praised an interim election management board which was set up in Scotland in November last year.
It concluded that the board had managed to deliver a successful European election but warned against complacency.
